Китай и Египет подписали соглашение о реализации спутника EgyptSat-2

Каир, 23 января /Синьхуа/ -- Церемония подписания соглашения о создании спутника EgyptSat-2 состоялась на днях в египетской столице . Об этом сообщили в посольстве КНР в Каире.

Свою подпись под документом поставили торговый советник-посланник посольства КНР Хань Бин и глава Национального управления дистационного зондирования и космической науки Египта Махмуд Хуссейн.

Назвав сотрудничество в космосе важным содержанием укрепления китайско-египетского всестороннего стратегического партнерства, посол КНР в Египте Сун Айго отметил, что китайская сторона готова прикладывать совместные с Египтом усилия по продвижению успешной реализации проекта спутника EgyptSat-2, непрерывно обогащать содержание двустороннего взаимодействия в области высоких и новых технологий с целью достижения больших результатов в двустороннем научно-техническом сотрудничестве.

Министр высшего образования и научных исследований Египта Халид Абдель-Гаффар отметил, что успешно идет плодотворное египетско-китайское сотрудничество в космосе, авиации и других высокотехнологических сферах. Он выразил надежду на то, что реализация проекта укрепит строительство потенциала космических технологий Египта. --0--

Why China decided to fund EgyptSAT-A

EgyptSat-A would replace the Russian-made EgyptSat-2 satellite. In May 2016, RSC Energia reported that it had begun to build the device due to insurance coverage for the lost satellite. The equivalent cost of new work is approximately $100 million.

Its predecessor – EgyptSat-1 – was manufactured by the Ukrainian enterprise Yuzhnoye design bureau. The satellite was launched in 2007 from the Baikonur cosmodrome using the Dnepr launch vehicle. In July 2010, the management of the device was lost. As reported, the launch of EgyptSat-A was initially scheduled for November, 2018, then postponed to December 2018 and then to February 7, but the deadline was later postponed to the end of February.

EgyptSat-2 was launched on April 16, 2014 from the Baikonur cosmodrome, in January 2015 transferred to management by the customer – the Egyptian State Committee on Remote Sensing and Space Research. Four months later, there were malfunctions in the operation of the onboard digital computer complex of the satellite, and later the connection with it was lost. It was assumed that in an orbit at an altitude of about 700 km it will work for at least 11 years.

One of the key problems that caused the postponement of the satellite is that the SP Korolev Rocket and Space Corporation Energia (RSC Energia) could not find the technical risks insurer during the launch and operation of Egyptian-A; not a single company filed application for participation. The maximum premium under the contract was $19.89 million, the insured amount was $117 million.

However, it was reported that on January 21, 2019, China agreed to grant $72 million for the EgyptSat-2 Earth observation satellite programme which is the third grant provided by China to Egypt for the satellite project, with an initial grant of $23 million given in 2016, and a second grant worth $45 million provided in 2018.

The ceremony of signing the agreement was also held recently in the Egyptian capital. This was reported in the Chinese Embassy in Cairo. The document was signed by Han Bin, Trade Counselor of the PRC Embassy, ​​and Mahmoud Hussein, the head of the National Directorate of Remote Sensing and Space Science of Egypt.

Referring to cooperation in space as an important content to strengthen the Sino-Egyptian all-round strategic partnership, the Ambassador of the People’s Republic of China in Egypt Song Aiguo noted that China is ready to make joint efforts with Egypt to promote the successful implementation of the EgyptSat-2 satellite project, to continuously enrich the content of bilateral cooperation in the field of high and new technologies in order to achieve great results in bilateral scientific and technical cooperation.

Egyptian Minister of Higher Education and Scientific Research, Khalid Abdel-Ghaffar, noted that the Egyptian-Chinese cooperation in space, aviation and other high-tech areas is successfully developing. He expressed the hope that the project will strengthen the construction of the potential of space technology in Egypt.

“The launch will be carried out by the Soyuz-2.1b carrier rocket with the Fregat upper stage, which will deliver the satellite directly to the working orbit. Under the EgyptSat-A contract, it will be in the working orbit by the end of March, and the use of these launch vehicles (rocket and overclocking block – ed.) allows you to meet the contract deadlines, “- said a spokesperson from the Agency.

EgyptSat-A is an Egyptian device designed for remote sensing of the Earth. It is equipped with modern optical-electronic equipment with high spatial resolution. The spacecraft can shoot in the visible and infrared spectra in the panchromatic (black and white) and multispectral ranges. The maximum swath is 1,400 kilometers.

The satellite is also capable of conducting detailed reconnaissance. For detailed shooting, the resolution is one meter in the panchromatic range and four meters in the multispectral one. The satellite is now expected to be launched on February 21, 2019.

Compared with its predecessor, EgyptSat-A will receive an improved optical-electronic system and on-board control system, a high-speed on-board radio link and improved solar panels. The share of Russian components in EgyptSat-A is significantly higher than in EgyptSat-2, however, the exact percentage ratio between domestic and imported components is unknown. On the satellite, to be installed is the domestic X-band transmitters, which have been successfully tested on the ISS. The mass of the satellite is about one ton. It will be put into orbit at an altitude of 800 by 500 kilometers, where it must work for at least 11 years.

"Согласно плану-графику пусков к МКС на этот год, который должен утвердить Роскосмос, планируется запуск трех кораблей "Прогресс МС" и трех кораблей "Союз МС", - сказал собеседник агентства. Ранее исполнительный директор госкорпорации по пилотируемым программам Сергей Крикалев сообщал ТАСС, что Роскосмос может до начала февраля рассмотреть и утвердить график полетов на МКС на этот год.

По словам источника, первый запуск в этом году не будет связан с МКС. С Байконура стартует ракета-носитель "Союз-2.1б" с египетским спутником дистанционного зондирования Земли EgyptSat-A, который создала российская Ракетно-космическая корпорация "Энергия" взамен вышедшего из строя в 2015 году спутника EgyptSat-2. Этот аппарат должен был быть запущен 22 ноября 2018 года, однако позже пуск перенесли на 27 декабря, потом - на 7 февраля 2019 года, а затем - на 21 февраля. Аппарат создавался в интересах египетского Национального агентства по дистанционному зондированию Земли.

Наскольку помню (вот ФНК поднимется - можно уточнить будет) - Китай "за свои" ставит станцию приема. Щедрый в общем подарок.

EgyptSat-2 в  сообщение выше непонятно что - то:  Энергия создала и запустила спутник с таким названием, но ... и пришлось делать EgyptSat-A. И тут же сообщения что Китай дает деньги на что-то с таким же названием

Minister of Investment and International Cooperation, Sahar Nasr said that she signed two agreements with the Chinese in the presence of President Abdel Fattah AL-Sisi and his Chinese counterpart. These two agreements include a memorandum of understanding with the Chinese Minister of Commerce to implement the electric train project that links the 10th of Ramadan City with the new administrative capital through Chinese finance with a total cost of about $ 739 m.

The second agreement is an economic and technical cooperation agreement in which china will provide a $45 m non-refundable grant for the implementation of the Egypt Satellite 2 (Egypt Sat-2) project to serve research projects and remote sensing, according to Nasr in a statement to the media delegation accompanying the president on his visit to China.
She explained that the electric train project is one of the priority national projects to link Cairo with the new administrative capital through a transport network for mass transportation, also it contributes to providing more economic opportunities in the region and linking new cities and industrial areas that will be established within the new administrative capital, this will lead to providing thousands of work opportunities.

Nasr pointed out that “Egypt Sat-2” is one of the leading projects in cooperation with the Chinese partner to serve the purposes of research projects and remote sensing, as China is among the leading countries in the field of space technology. The minister stressed on the importance of the BRICS Summit, especially that Egypt seeks to be one of its ten most important partners.

Egypt also seeks to promote investment opportunities among the countries which are members in the summit, which are Brazil, China, Russia, South Africa and India.

Nasr said that the president’s visit to China comes within the framework of strengthening the strategic partnership between Egypt and China, which witnessed great change during the past period, as China’s investments appeared in various projects in various fields to serve the economic and social development goals in Egypt.

Egypt and China signed a $45 million grant to implement the new satellite "Egypt Sat 2'' on Monday, according to an official statement by the Ministry of Investment and International Cooperation.

The agreement was signed by Sahar Nasr, Egypt's minister of investment and international cooperation, and the Chinese ambassador to Egypt, Song Aiguo.

Nasr spoke of the agreement as a sign of the good strategic relations between the two countries, while mentioning that the upcoming period will witness cooperation between the Ministry of Investment and International Cooperation and the Ministry of Higher Education and Scientific Research.

She also said that "developing the new satellite Egypt SAT-2 for the applications of remote sensing" aims to benefit from Chinese technology and experience, and help further Egypt’s progress on establishing the Egyptian Space Agency to make Egypt a regional and international centre for science and innovation.

Nasr also praised China for their several projects in Egypt, such as the Fish Collection and Integration Test Center, the Vocational Training Center in the economic area of Suez Canal, the Opera House project in Luxor, and the development of “stage one and two” online education, in addition to the other 1558 Chinese firms in various sectors.

She also said that she is looking forward to strengthening the relations between both nations and attracting more foreign direct investments (FDI) from China.

Khaled Abd-Elghaffar, Egypt's minister of higher education and scientific research, added that he appreciates Nasr's support for his ministry, and that this agreement is a result of their cooperation.

The project takes Egypt to a higher level in the field of scientific research, since this project will include training of Egyptians in China on remote sensing, Abd-Elghaffar added.

Aiguo said following the inking of the deal that the upcoming period will witness a development in Chinese investments in Egypt, and that he’s excited to share China’s experience and knowledge in manufacturing and operating satellites.

In January 2018, Egypt's president Abdel Fattah El-Sisi ratified a law establishing the country's first Egyptian space agency, aiming to develop and transfer space science and technology into Egypt.

The Egyptian president vowed utmost efforts by the government to advance Egypt’s status in the field of scientific research and innovation last March.

В Египте заявили о планах заказать у России группу спутников
КАИР, 20 фев - РИА Новости, Рафаэль Даминов. Каир планирует обсудить с Москвой создание в России египетской спутниковой группировки после запуска спутника дистанционного зондирования Земли EgyptSat-A, об этом РИА Новости заявил консультант Роскосмоса в Египте Хусейн Шафии.
Хусейн Шафии, являющийся также президентом российско-египетского фонда культуры и науки, в настоящий момент находится в составе правительственной египетской делегации на космодроме Байконур. Запуск спутника намечен на 21 февраля в 19.47 мск.
"Один спутник не удовлетворяет полностью потребности Египта. У любого современного государства должна быть группа спутников, которые обеспечивают круглосуточное наблюдение за тем, что происходит в стране. Поэтому создание такой группы станет темой переговоров с российской стороной после запуска EgyptSat-A", - сказал по телефону Шафии.
По его словам, в Египте "надеются, что после запуска EgyptSat-A будет активизирована программа по передаче космических технологий, согласно подписанному между РФ и Египтом в 2011 году соглашению о сотрудничестве".
